There are no longer limits on how many daily item usages a PC has. If a PC has five items with daily powers he can now use all five in the first encounter of the day, but then will have to wait for an extended rest to reuse them.
It looks like WotC has also changed the value of items. Items that are "common" sell at 20% (like they have in the past).
"Uncommon" items sell at 50% and "Rare" items sell at 100%.
The Character Builder has this already built in.
When giving out generic items, DMs may also want to note the type of item (common, uncommon, or rare).
Note:
I believe that PCs are only able to make "uncommon" items unless they go on adventures to acquire the proper componentes to create uncommon or rare items (adventure hooks...).
