I don't think there are any rules on it, but it happens all the time in the movies.
Normal home glass windows shouldn't be a problem. If it were reinforced or something made to withstand breaking then it may be more difficult. (some type of trample or other move/damage mechanism would need to be used).
I think it's all up to the DM...
I think the jumper could take some damage (maybe 1d4 or 1d6) but not too much unless the glass had some other properties.
