    The Knightlife
    The Knightlife was once a competitive racing boat owned by Duke Doran. In his youth, the young Doran inherited the boat from his father and would use the boat to race competitively long distance, sometimes for months at a time. It has two masts, lower deck, and relatively large cargo hold for a ship its size. It is made of oak and has a reinforced steel hull capable of breaking thin ice and ramming other ships. It gets its namesake from Doran’s father, who was a knight his entire life before tragically passing away when Doran was still young.
    During the conflict between Newport and Skyline, The Knightlife was badly damaged, taking multiple magic missiles and burning hands attacks to its hull and mast. After the conflict, Doran deemed the boat no longer fit to race due to its extensive damage. However, still in need of a job, Doran converted the ship into a cargo ship. After many years of transporting cargo, Doran meet his now wife, Mrs. Doran. After having two children, Doran realized being away at sea transporting cargo would be impractical while having a family. Knowing this, he sold the ship the Edward Kenway (Kobe’s character) because he knew he was an experienced sailor.
    Being a duke and from running his shipping business, Doran grew very wealthy and now helps fund the adventures of The Newport Knight’s + 1. He is on good terms with the group and helps out with ship maintenance.

    The Port-Town of Newport
    According to town tradition, 400 years ago, a traveling band of paladins and warlords hailing from the lands of Tyee and Tillicum established the Port-Town of Newport. Not much is known about the warriors who established the town besides their uncreative naming skills; their legacy is preserved only by oral history and urban legend. The town was originally a rest stop for travelling merchant ships, but the settlers soon began using Newport’s abundant lumber to expand the town.
    For many years, only humans were allowed into the town, and humanoid races were grudgingly tolerated. But 100 years ago, Newport underwent a scientific renaissance. Non-human intellectuals emigrated to the city as the demand for scientific minds grew. Currently, the city is about half human. Inter-race relations are strained.
    30 years ago, Newport skirmished against the neighboring town of Skyline. Pirates raided Newport trading vessels near Skyline, and Newport demanded strict piracy patrols, which Skyline did not enforce. The leaders of Newport saw this as an act of aggression and began building a navy. Skyline, disturbed by Newport’s navy, attacked Newport to neutralize the threat, but Newport mustered a militia navy that repelled Skyline’s forces. Newport’s navy finished construction and sailed off, waging war on skyline for 2 years. Near the end of the conflit, it was clear to Skyline that they could not win. In a desperate attempt to turn the tide of war, Skyline filled ships with as much oil as they could hold and rammed Newports ships in an attempt to sink them in a suicide attack. Some of these attacks were successful, but in the end Newport captured Skyline and subjected it to colonial rule. After the war and government reconstruction, corrupt nobles took power and began exploiting both towns for their own personal gain.
    Due to this mismanagement, the law enforcement system has shrunk. Magical drugs have spread throughout the city, such as the infamous Sorcerous-Cigar, colloquially known as the FUUL.
    In the current day, Newport’s renaissance is coming to an end, as overpopulation in the inner-city burdens Newport’s infrastructure, governmental mismanagement saps Newport’s funds, and magical drugs are plaguing the city. But the town’s economy is still booming for now, and many can find fortune in taking to Newport’s seas.

    Mayor Yahoudini
    Human, ??? years old
    Lawful Neutral

    Mayor Yahoudini came to power five years before the war. She has since remained a public figure shrouded in mystery, and few people have ever seen her in person. Most of her policies were well-received, but she has tried to control Newport’s press a few times. You’ll probably never encounter her.

    Lieutenant Mills
    Human, 48 years old
    Lawful Good
    Lieutenant Gerald Mills joined the police force after displaying distinction in the Newport-Skyline conflict. He quickly rose through the ranks because of his bravery, skill, and charisma. To his disappointment, the corrupt new leaders of Newport started cutting funds to the police force, both to embezzle the funds and to protect Newport’s underground drug trade.
    Lieutenant Mills soon found that he didn’t have enough money to effectively police the city, and many police-soldiers were laid off due to budget cuts. But Mills saw a solution: hired mercenaries. Even if his forces couldn’t fight in Newport’s war on drugs, a group of secret mercenaries could. He is very fond of The Newport Knights + 1 and often hires them to enforce the law or do drug busts when the police force can’t. He also looks the other way when they go on their semi-questionable adventures.

    (Former) Science Minister Zuchanan (Pronounced ‘zoo-KAN-nan’)
    Human, 32 years old
    Neutral Evil
    Former Science Minister Gerald Zuchanan had one tenet that governed his worldview: scientific advancement no matter the cost. Zuchanan was a powerful sorcerer before he became Newport’s Minister of science. Many of his colleagues described him as brilliant and intense. But as Newport’s scientific renaissance came to an end, Zuchanan became disillusioned with the state of Newport’s Department of Science. Zuchanan pushed tirelessly for the removal of all laws in the way of scientific achievement, including many protecting scientific ethics. Eventually, a board of elders led by Dr. Bohlinger in the Science Department found Zuchanan to be unsuitable for his position, and forced him to leave.
    Infuriated by his colleagues, Zuchanan started building an underground laboratory in collaboration with the a secret drug-dealing society from Skyline, and with another group of secretive scholars. Not much is known about what Zuchanan did. He contributed to the rise of FUULing, though the ambitious Zuchanan’s goal is nothing less than revenge against Newport’s department of science, Dr. Bohlinger, and finally, to achieve the revival of the scientific renaissance.

    Admiral Brandon Murphy
    Human, 53 years old
    Lawful Neutral
    Admiral Murphy began life in the rough parts of Newport. Through his own hard work, he became an admiral in Newport’s navy. In a town of passive-aggressive inhabitants, Admiral Murphy became known for being just plain old aggressive, though he did care deeply about protecting those under him.
    During the events of the Skyline war, Murphy was against the idea of fighting Skyline. However, his superior officers declared war anyway, and so Murphy had to lead Newport’s navy against Skyline. Murphy and Newport had won the war, but after he witnessed his war-driven colleagues’ greed, Murphy felt disgusted with his choices as admiral and resigned.
    After Ex-Admiral Murphy retired, he turned to a completely new lifestyle. He began to spend more time with his family of a wife and two twins. At his wife’s suggestion, he taught himself how to cook, and started a small craft beer company, Raise Your Horns. He joined up with some friends from his past to form a band of death metal bards, The Jomsvikings (pronounced “Yoms-vikings”), which soon became a hit in Newport’s underground music scene.

    Chaz “Chasshole” Kaskezz
    Dragonborn, 319 years old
    Chaotic Neutral (formerly Neutral Good)
    Chaz “Chasshole” Kaskezz was a travelling bard and actor before he moved to Newport about 140 years ago. He was unable to find work anywhere because he wasn’t human, soon running out of money and becoming desperate for a job. An old acting friend of his, now a middle-ranked mafioso, invited him into the crime syndicate, The Lagoon Company.
    30 years in, Kaskezz opened a brothel for non-human races, The Exotic Other. Kaskezz earned the respect of both his prostitutes and clients as a caring and compassionate owner. Kaskezz had experienced hardship because of his race, and he was dedicated to providing non-humans with employment.
    Kaskes’s brothel soon became the target The Newport Alliance for Xenophobic Interests (NAXI, pronounced like Nazi), an association of humans seeking to drive all non-humans away from the town. They raided The Exotic Other, killing all of the non-human prostitutes and clients, and kidnapping Kaskezz. For months, they tortured Kaskezz, before finally leaving him out to die on the streets. An old Lagoon Company underling rescued Kaskezz, but Kaskezz was never the same after the raid.
    Kaskezz swore to hunt down all members of the NAXIs and any anti-nonhuman organization, killing them with extreme violence. Calling himself “Chasshole”, he murdered dozens of suspected members, leaving a trail of blood, and even emerged victorious after taking on an entire squad of NAXI secret police.
    After going AWOL, Chasshole became a highly wanted individual. His rampage has infuriated many NAXI leaders, and so they have sent their secret police and storm troops after him. They plan to capture and publicly execute him. The Skuul of FUUL, Lagoon Company’s rival gang, is seeking to cash in the huge bounty placed on his head. And Lagoon Company is trying to capture him so they can bring him back to his senses.

    Science Minister Bohlinger
    Elf, 400 years old
    Lawful Good
    Dr. Bohlinger was born in a small elven village called Montanea up high in the mountains. Being interested in the sciences and seeing few promising careers in the mountains, she left her village at 300 years old and settled in Newport. She enrolled at the Newport academy for sciences, studying Nature and Alchemy. She quickly became top of her class, making potions more complex than even her professors could. After she graduated, she opened her own alchemy lab where made a modest living despite her enormous skill in Nature and Alchemy.
    Several decades later, Dr. Bohlinger was appointed to the board of elders in Newports Department of Science due to her immense skill. Around the same time, Grant Zuchanan started advocating for the removal of scientific ethics laws. Dr. Bohlinger cared deeply about ethics, and could not tolerate Minister Zuchanan’s reckless anti-ethics policies. Dr. Bohlinger worked with other board members who agreed with her cause to force Minister Zuchanan to resign. Taking Zuchanan’s place, Bohlinger is now the Minister of Newport’s department of science, but she also fears she has a target on her back because Zuchanan did not take his departure well.

    Mr. Glowak
    Human, 53 years old (claims to be 73)
    True Neutral
    Mr. Glowak is the head editor and manager of The Daily Knight, Newports news-parchment. Not much is known about his past, as he doesn’t talk very much. What is known is that he used to play professional sports of some kind and is an amazing writer. He has a wife and lives in a small hut near the ocean. He mainly keeps to himself and few people have ever heard him speak.

    Ben (munchkin) Munsell
    Dwarf, 140 years old
    Chaotic Good
    Head of Newports banking system, Ben “munchkin” Munsell is short, even by dwarf standards, being only 3 foot 5 inches tall. Regardless, Munsell is an amazing banker, somehow keeping newport out of debt despite its recent financial struggles. Munsell is a bit of an erratic fellow, randomly shouting at times and running around like a chicken with its head cut off.
    Before he became head of the banking system, Munsell was a teacher at Newport University. He taught economics, accounting, and personal finance. All students who followed his teachings of saving and living below their means became very wealthy, as they did not spend money needlessly. Due to his teachings, Munsell was appointed head of the banking system by Mayor Yahoudini.
    Once he was appointed, a set of corrupt nobles tried to bribe Munsell into helping them embezzle funds. Munsell may be erratic, but he’s no fool, and declined. Ever since then, Munsell has worked in tandem with Lieutenant Mills and various mercenaries to try and end the reign of the corrupt nobles.

    The Newport Government
    Membership: 150 people
    Ever since the war against Skyline, Newport’s government has smelled faintly of corruption. A set of corrupt nobles sap Newport’s funds while the mayor can’t pass laws fast enough to stop them. Luckily, a few brave, virtuous individuals, such as Lieutenant Mills and Ben Munsell keep Newport afloat.

    Lagoon Company
    Membership: ~50-100 people
    As Newport grew, so did the mafia underneath. Newport’s strongest mafia branch, the Lagoon Company, was founded about 120 years ago by ex-pirates with the pseudonyms Dutch, Revy, Benny, and Rock. Although the actual leaders died decades ago, the leaders of Lagoon Company have all taken on their names as Lagoon Company tradition. Lagoon Company isn’t nearly as cruel as most of Newport’s gangs were, though still strongly involved with shady business. Lagoon Company’s relationship with Newport’s police has, ever since the Police’s budget cuts, has been similar to that of the Japanese Yakuza, where the Lagoon Company can get away with much as long as they don’t piss too many higher-ups off.
    But this might change with the Lagoon Company member Chasshole’s rampage, as he’s started targeting the NAXIs in Newport’s governement--and the NAXIs have no problem abusing police power to protect themselves.
    The Newport Science Department (NSD)
    Membership: 100 people
    Formed during Newport’s renaissance, the Newport Science Department soon became a world-renowned organization. It is led by a board of seven people and a single Science Minister. It used to be led by Grant Zuchanan until Dr. Bohlinger replaced him as head. Some speculate that the former minister will launch an attack on the NSD; the threat is large enough that the NSD may begin hiring mercenaries to protect the grounds.
    The Newport Alliance for Xenophobic Interests (NAXI, pronounced Nazi)
    Membership: 60 people
    The NAXIs are a shadowy group of humans who despised the non-human immigrants who came in during the renaissance, led by a demagogue with the alias Herr Jäger. The NAXIs believe in the racial superiority of humans over all other races. The NAXIs have no problem resorting to violence and terrorism to force non-humans to leave Newport, attacking shops and businesses owned by non-humans and killing non-humans wandering the streets at night, In addition, the NAXIs have also secured considerable government influence in Newport, and are trying to bend the government to their rule.
    Many people have come to despise the NAXIs for their cruel tactics and outdated beliefs. Some have risen up to fight them, such as Lieutenant Mills, Brandon Murphy, and Chasshole. But with such powerful influence and embezzled riches, it will be a difficult battle to completely remove the NAXIs from Newport

    The Newport Police
    Membership: 150 people
    Newport’s police played a large role in the Skyline skirmish, and was expected to grow more powerful after the battle. The police did grow, but so did the government corruption. The NAXIs began taking over government positions right after the war in a swift and well-coordinated power grab. Quite a few officers and deputies are now NAXI agents, forming a secret police. Lieutenant Mills is doing his best to keep them from taking over the government.

    The Sorcerous-Cigar (S-cig or FUUL)
    Around five years ago, the FUUL became the hot new drug in Newport. The FUUL consists of a cartridge filled with magical residues. Although advertised as being free from side effects or addictions, FUULing is still highly addictive, even more than normal nicotine. Nobody really knows how the FUUL works, as taking it apart will result in it exploding.
    True to its advertising, there’s no bad effects at first, but the effects of long-term exposure are starting to strike the oldest users. Symptoms of the smokers are coughing up iridescent liquid and spontaneous combustion of the lungs, resulting in painful death. These symptoms start manifesting around 120 cartridges smoked, and there’s no treatment
    Consuming a FUUL cartridge requires a Sorcerous Cigar and gives no important benefits, but makes you a little high and gives you an addiction to FUULing. It also makes you look cool. Maybe it increases charisma by 1?
    At around 30 cumulative doses, you’re a lot easier to set on fire. At 80, you’ll start coughing up rainbow liquid. Around 120, your longs spontaneously combust and you die.

    The Skuul of FUUL
    Membership: 25 people
    The Skuul of FUUL is a drug cartel with strong influence in Newport. Originally, they were a small gang from Skyline known as the Triad that specialized in drug dealing. After the Skyline war, many of the gang’s members started to despise Newport’s harsh occupation of Skyline. Led by a boy who was orphaned after the war, The Triad tried to seek retribution against Newport by harassing Newport guardsmen, or trying to sell illegal weapons in Newport’s black market, but these plans usually failed.
    Around a dozen years ago, the ex-minister Zuchanan found his way into the Triad. Zuchanan saw Newport’s weakness: it was unprepared to fight a war on drugs with its corrupt commanders. Zuchanan worked tirelessly in his lab to develop a new substance that was highly addictive, free of short-term symptoms, and lethal at the same time, eventually producing the FUUL. Around this time, The Triad also changed its name to The Skuul of FUUL.
    Zuchanan’s revenge plot worked. The drug spread like an out-of-control fire in Newport’s community, and hundreds of people were hooked on FUULing around. By the time people’s lungs began combusting with magical flame, it was too late.
    Now, Dr. Bohlinger and the Science Department are searching for a cure to FUUL’s symptoms, and Lieutenant Mills is trying to keep FUUL cartridges out of Newport’s black market imports. Rumors say that Zuchanan has the antidote that relieves the addiction and removes the symptoms, but he would rather die than let it fall into his mortal enemy Dr. Bohlinger’s hands.

    The Newport Knights +1
    The Newport Knights +1 were founded after the Skyline Newport conflict by Edward Kenway. After Edward got out of the Newport Navy, he was in need of employment. Thanks to his connections with Duke Doran, Edward was able to acquire the Knightlife. He refurbished the Knightlife and bought a warehouse on Newports coast. He used the his funds from using the Knightlife to hall cargo to create the Newport Knights +1. Edward uses the Knightlife to haul cargo and run his shipping business, Edward Kenway shipping (It’s Kenway or the Highway).. He uses the funds from his shipping business to fund the adventures of The Newport Knights +1. While the main purpose of The Newport Knights +1 is to make money doing odd jobs as hired security, they often are hired to do other things to help keep Newports drug war from boiling over.

    Ash Ketchum
    Ashyyva was once a prominent Dragonborn alchemist before a mysterious magical explosion destroyed his lab, his body, and his sanity. Ashyyva turned into an insane 10 year old Human with summoning powers, and became obsessed with magical creatures that he called “Pokemon”, all of which he resolved to catch. Ashyyva irreversibly lost all of his conscious memory, though he retains his magic and alchemy proficiency. Ashyyva also forgot his real name, instead calling himself “Ash Ketchum”.
    After an encounter with an ice monster where Ash obtained a cursed magic wand, Ash became very self-conscious about the size of his wand.
    Ash Ketchum heard the legend of a powerful monster in Newport, and so Ash moved to Newport to chase this monster and catch it, though the monster might just be a part of his imagination. Ash had a difficult time surviving with the mentality of a 10-year-old. Using his magic skills, he became a street performer, and increased his bluff skill. At one point, a creepy cleric paid Ash to show him his wand, before he was arrested by Lieutenant Mills.
    Eventually, Edward Kenway took in Ash for his magical skills, and out of pity for the naive, starving, and slightly insane child. Ever since, Ash has been a part of the Newport Knights +1 in Newport, making himself useful to the team with fire magic attacks on friends and foes alike, his Magikarp, and his god-awful d20 rolls (which always seem to happen during critical moments). He also has the ability to create a realistic Omae Wa Mou Shindeiru effect on his teammates, down to the glowing eyes and high-pitched ringing sound.

    Tora Dufort
    Tora never really liked water, despite being born in Portlandia which was large river town, south of Newport.

    The Warrior town of Liberty
    According to legend many years ago there once was four warring factions of sand raiders all living on the plains of the Duran desert. 600 years ago The four factions all came together under the rule of the mongolie leader Hasad who was renowned as the greatest warrior of all time with his fighting prowess matched by no one in the land. Once under Hasad’s powerful rule the four warring factions united and became one powerful town known by the name of Liberty. The name of Liberty was given to the town by an old wizard by the name of Gandalf the gray for his gray robes. Gandalf was passing through the virgin town on his way to the far land of Rivendell to aid the hobbits on their quest for the ring. While Gandalf was in the town the carefree and happy nature of the locals reminded him of a free people who have been liberated from all wants and needs.
    The newly named town of Liberty soon became renowned for its extremely spirited people who defeated any monster or challenge that came upon their town.


    Additional Ideas
    (Optional story additions that might be fun to play, but are not necessary for a functional backstory. This includes custom items and side quests)

    The Apocrypt Cult (APs)
    The Apocrypts are a small cult of intellectuals who take advantage of Newport’s involvement with the forefront of the science to conduct unspeakable experiments. Of all of Newport’s evil groups, the Apocrypts are the most secretive. They know volumes of cursed spells and rituals, the knowledge alone of which can drive weak minds insane. Ex-Minister Zuchanan is known to be involved with the Apocrypts. Their mysterious leader is rumored to be Professor Oak, a once-renowned psion who turned Ash Ketchum from a skilled Dragonborn alchemist into an insane 10-year-old Human summoner.
    If they were to be encountered in a battle, their forces would consist of a few hired fighters commanded by some wizards and psions and the like.
    The APs are a group I might expand on in the future, but right now, they feel like an awkward addition to the Newport backstory, so I’m just leaving them here.
    Also, the name is pronounced APP-oh-crypt

    Wolven Salt (The NAXI DnD equivalent of meth)
    A week ago, members of the Skuul of FUUL intercepted a top-secret NAXI package containing a clear crystalline substance. Ex-Minister Zuchanan’s investigation found that the substance, a complete mystery except for its label “Wolven Salt”, gave the user heightened alertness and energy for a short time. Side effects include intense addiction, psychosis and death. Nobody knows much about this new mysterious substance except for the NAXIs, who are highly protective of it.
    Zuchanan and the Skuul of FUUL are willing to go to great lengths to steal more Wolven Salt samples from the NAXIs in order to reverse-engineer it and commercialize Wolven Salt, and watch the side effects wreak havoc on Newport’s population. The Newport Science Department is not aware of the drug, and is right now concerned with Zuchanan’s threat and the spread of FUULing.
    Consuming Wolven Salt (which is incredibly hard to come by) gives large buffs to perception, initiative, and other stats, but once it wears off, the user’s stats are crippled until the debuffs wear off in a few days or another dosage is taken.
    Despite the name, Wolven Salt does not come from wolves, but it allows werewolves to transform into wolves without needing a full moon. Its formula is guarded tirelessly by the NAXIs.

    FUULotov Cocktail
    This improvised incendiary device utilized by Skuul of FUUL members consists of a bottle filled with flammable oils and a FUUL cartridge, with a rag that can be ignited to activate the device. A lit FUULotov cocktail can be used ignite surroundings, but once the FUUL cartridge inside catches on fire, the FUULotov cocktail explodes violently, sending out shrapnel and fire, and poisoning the air in a small radius with FUUL dust. Skuul of FUUL members usually carry around a few bottles. Occasionally, Skuul of FUUL archers will attatch a lit FUULotov cocktail to an arrow, but these improvised weapons are hard to use and will result in a penalty to rolls to hit.

    Undersea Boats
    Undersea Boats, also known as U-Boats, are a newly developed weapon that the NAXIs are eager to test. U-Boats are about 5 squares long, and are constructed of a metal shell and holes to fire out of, enchanted to keep water out. The U-Boat’s crew consists of a commander, a driver, two offensive wizards and a maintenance wizard. The command commands the U-Boat, the offensive wizards fire spells at boats, and the maintenance wizard keeps the inside of the U-boat filled with air and propels the boat.

    The Skuul of FUUL’s aims
    The Skuul of FUUL wants to see Newport become a dying, drug-addicted ghost town. Although they are willing to spread their drugs to other towns in order for profit, their main goals are just to spread FUULing to Newport as much as possible.
    They are rivals to the Knights, and will fight them but not seek out a fight with them.

    The NAXIs’ aims
    The NAXIs want to assume complete control over Newport in order to kill all non-Humans in newport with impunity. Once they conquer Newport, they will begin infiltrating other towns in their campaign against non-humans.
    As the Newport Knights +1 has some non-human members, the NAXIs will viciously attack them. Under certain circumstances, they might bargain with the human members of the party.

    Lagoon Company’s aims
    Lagoon Company wants to preserve Newport so they can keep profiting off of their own shady business. This puts them at odds with the NAXIs, who would kill their non-human customers, and the Skuul of FUUL, which wants to kill Newport’s residents through drugs. This might force them into an uneasy alliance with Officer Mills and the loyal members of the police force if the situation at Newport gets worse. They’re willing to work with The Newport Knights +1 on occasion, but wouldn’t count themselves as allies of the Knights quite yet.

    Side Quest: Murphy’s Beer Crisis
    Murphy was enjoying his time with his family when he received a threatening letter in the mail that read “Leave Newport forever or we will kill you.” Murphy kept receiving these letters, though no other threats were made against him, until one day he walked to his beer shop and found the windows broken.
    Through his own research, Murphy had found the sources of the letters to be either the NAXIs or the Skuul of FUUL. He doesn’t have the tools of his own to investigate further, or to stop the letters, but he’s looking to hire some adventurers, like the Knights, to help.
    (The source of the letters is the NAXIs. Murphy’s beer outcompetes the NAXIs’ brand beer, Jagermeister, and so the NAXIs send him letters to get him to stop cutting into their profits. They don’t actually want to go through the trouble of killing him yet.)

    Side Quest: Chasshole’s Blood Trail
    After months of searching, Lagoon Company was finally able to track down the renegade Chaz Kaskezz, who had begun his vigilante lifestyle under the name “Chasshole”. Chasshole’s already violent rampage became even more brutal when he found the NAXIs’ stores of Wolven Salt, turning him into a meth-fueled dragonborn soldier. In retaliation to Chasshole’s rampage, the NAXIs have begun using Newport’s police forces to raid Lagoon company. Lagoon company needs to find a way to subdue Chasshole before the NAXIs kill him, or a full-scale war erupts between the NAXIs with the Newport Police and Lagoon Company.

    Side Quest: Operation Werwolf
    Despite turning into wolves once a month, werewolves are surprisingly well-accepted by the NAXIs, because Herr Jager is rumored to have a soft spot towards wolves and a pet wolf named Blondie. Quite a few NAXI soldiers are werewolves. NAXI werewolves are powerful fighters, but their true strength comes from being able to transform into wolves at any time by ingesting Wolven Salt.
    Operation Werwolf is a secret NAXI plan in the making to have werewolf soldiers sneak into Newport government offices, turn into wolves, and rampage through the building. Since they trigger the transformation through Wolven Salt, not the full moon, they can pass the blame onto attacks by fabricated non-human terrorists. If their plot goes successfully, they will worsen race relationships and weaken the government, allowing the NAXIs to take even more political power.
