The cloak use to give a flat +5 to all defenses if your opponant was more than 5 squares away.
Now it gives +1 per enhancement bonus. So a +2 cloak gives a +2 bonus to all defenses.
Note: it gives an item bonus so it won't stack with some other items. (Boots of the Fensing Master also provide an item bonus...).

Since my PC has BotFM the cloak doesn't help a whole lot...
There is literally no other herioic level item my PC can use currently.
So it's either put something on the list of marginal value or hopefully get gold equivalent...
