Is that supposed to be a tile to represent PCs/Monsters, Map, or Terrain?

There looks to be a brick like pattern on the tile so I have to assume it is terrain tiles.
For terrain I would want a good selection of generic building tiles. Ones i could place together like legos and make any number of floor layouts for dungeons and buildings.
The next thing I would want are generic grass tiles. Lots of them. You can place sticks, twigs etc to make logs and trees, place roads, water, all kinds of things on them.
Past that most things become specialized. Jail cell bars, bushes, etc.
