What are the specs on the specs?

We found several "regular" types that allow the user to see undead (I believe as a non-action).

We found two that were a bit better. What else can they do? Can Ember or someone else with Arcana determine what they do?

Yes, an arcana check and you find out that the agents' glasses are connected to the pointy flashy thing and those two glasses are the ONLY things that prevent stun/mindwipe. The arcana check also tells you it's specificly tuned to that specific pointy flashy thing. The "Men In Grey"'s glasses only allow recognizing Vampires in disguise and offers no protection to the pointy flashy thing. Yes, as a non action or part of the action to wear them.

Kenneday says that she's okay if Angeles and Blade wear the special glasses and the rest of us wear the other glasses.
