Is the power 'Fat Boy' is using to a special rules ongoing damage? The way I read ongoing damage is that it only happens on the start of your next turn and multiple applications of ongoing only incur the highest amount of damage. It appears that Mick is taking damage in Luke's round and in his own?

No, Luke clawed her on his turn, Ember's turn was next and took the ongoing damage at the start of her turn. Your interpretation of the rules is correct, and that's exactly what happened. Their turns were just back to back.
