What are the rules for switching worn items between encounters? I am thinking of using two different sets of bracers.

No limit that I know of...
There are also no more "Daily Item Usage" limitations.
You can use as many Daily item powers as you have. Once used you need an extended rest to get them back.
So it's possible to have four items with the same daily power and swap them out after each encounter. Gets costly, but doable.

How long do bracers take to put on?

To pick up an item or draw an item, it's normally a minor action. To equip a shield is a standard action. I would think to equip a set of bracers would be a move action, maybe even a minor action. If you remind me, I'll look it up when I get home.

Jeff, looked it up. To pull out and equip a set of bracers would be a minor action. Note, if you already had a set of bracers on, it would be a move action to take them off and a free action to drop them, or (another) move action to put them away.
